Mr. Skandan has a M.A. in Political Science, Masters in Development Studies from the University of East Anglia (Norwich, U.K). Mr. K. Skandan trained in major Institutions in the country, and attended courses in Harvard, Cambridge and Oxford during his career.

Biography

In the year 1982, he joined the Indian Administrative Service and based on merit and choice was allotted the Tamil Nadu State and Cadre. He was the first Registrar of Dr. MGR Medical University and drafted its Governing Council rules and regulations. He formed the State Finance Commission as its first Member Secretary and had also served as the Finance Director for both Chennai Metro Water and CMDA which involved working with International agencies such as the World Bank for their projects in the city. He has worked closely and streamlined the functioning of the TAICO Bank.

Mr. Skandan served as Industry Secretary and CMD of Tamil Nadu Newsprint limited, a listed Company in the state sector. He was ex-officio Chairman of TITAN Industries a joint venture of TIDCO with TATAS. He was also Chair of TN Petro Products, Mahindra Park, NLC and Chennai Petroleum. He later became Chairman of TNEB. Later, Mr Skandan was made Additional Chief Secretary, Govt. of State of Tamilnadu, and served for two years as Chairman of the TN Pollution Control Board. He had also served as Additional Secretary at the Ministry of Home Affairs, Govt. of India.
